It is established at Haldwani in the Kumaon region of the state and is the only State Open University in Uttarakhand. It was set up in 2005 by an Act of the State Assembly of UP, recognized by UGC and offers several undergraduate as well as postgraduate courses. The UOU is officially categorized as NAAC ‘B’ grade and has been ranked 126 for 2023 on NIRF; it aims to give equal opportunities to everyone for higher education.
The following are some of the major courses that are currently offered by University of open learning through UOU: Master degree programs in Arts, Social Sciences, Commerce, Computer Science & Information Technology, Education, Public Administration, Rural Development, and Tourism Management Bachelor degree programs in Arts, Commerce, Business Administration, Computer Applications, Education, Science and streams. The examinations take place in May and June, with admission processes taking place in July for the batch of 2024 on first-come, first-served basis only.

Uttarakhand Open University Eligibility Criteria 2024 (by Departments)
1. For undergraduate programs, candidate must have passed 10+2 examination or any equivalent examination as per the standard of any recognized central or state board of Indian and foreign countries.
2. For postgraduate programs, a bachelor’s degree from an accredited university in the relevant subject area. Minimum percentage can differ depending on the program.
3. In Diploma and Certificate programmes, usually 10+2 or equivalent is needed in many instances. Experience may also be adequate provided that it is relevant to the specific course the candidate wishes to pursue.
4. For the doctoral (PhD) programs, the minimum marks of 55% in the post graduation are required, the candidate has to pass the entrance test and interview.
5. Concession in percentage of qualifying examination marks for the reserved category students according to the rules and regulation of government.
6. Foreign students are required to attach equivalency certificate issued by Association of Indian Universities along with other documents they are submitting.
Uttarakhand Open University Placements 2024
Placement for the students of the Uttarakhand Open University (UOU) through a placement cell. The list of companies that have visited for placement in UOU includes TCS, Wipro, Infosys, HCL Technologies, and Tech Mahindra. Till date, the maximum salary package offered in UOU placements is up to Rs 5.2 lakhs per annum, while the median salary package comes up to roughly Rs 2.8 lakhs per annum. The placement percentage depends with the course offered by the UOU but on an average the University places about 55-60% of the students. Some of the areas of employment which the UOU students have recently secured include; information technology, banking and finance, insurance, manufacturing industries, teaching and tourism.
