1. The basic requirement for attaining a Ph.D. program in Russia is that one should have acquired a Master’s degree or a Specialist Diploma in the particular area. It is important to note that some programs may accept an applicant with a Bachelor’s degree and excellent academic background only.

2. Financial aid applicants should be academically sound and should have earned good grades in their previous degree programs. Sometimes, the candidate’s GPA must be not lower than 4.0, 5-point scale used in Russia for grading students’ performance.

3. It is also important to note that applicants are required to have a certificate proving their knowledge or passing an exam in Russian language. However, some of the programs that are in relation to science may require an English proficiency test instead.

4. Academic references from teachers and professors who have worked with the applicant in the past are often expected in the application process. More often, teachers provide students with the instructions to complete the research proposal outline.  

5. Experience might be required or preferred in research environments in academic institutions when competing for placement during the very competitive process. They also include academic journal articles which are also helpful.
